Alabama

Program Dates June 1 - September 30
Eligibility/Priority 150% FPG
Application/Intake Vulnerable households have early application periods and designated times for which only they may apply for assistance.
Benefits $290 minimum; $430 maximum

Arizona

Program Dates April 1st - October 31st for counties: Coconino, Yavapai, Navajo, Apache, Greenlee, Graham, Cochise, and Santa Cruz. April 1st - November 30th for counties: Mohave, La Paz, Yuma, Maricopa, Gila, Pinal, and Pima.
Eligibility/Priority 60% of state median income or 150% of federal poverty guidelines for family of 7 or more. Seniors, disabled and children under 6 are given additional points for eligibility.
Benefits $75 minimum, $640 maximum

Arkansas

Other Medical Necessity - one or more household members with a medical condition which makes them vulnerable to health hazards from high temperatures. This requirement must be met only for the receipt of an air conditioner when they are distributed as a result of the release of LIHEAP emergency contingency funds to assist households who may be vulnerable to extreme heat.

California

Program Dates Year-round. LIHEAP operates on a calendar year and doesn't distinguish between heating and cooling. Services that meet heating and cooling needs are combined and available throughout the year.
Eligibility/Priority 60% of state median income. Each LIHEAP local service provider develops a prioritization of services plan and may target households by energy burden, vulnerable populations, etc. Most plans provide additional consideration to seniors.
Application/Intake Provide intake service through home visits or by telephone for elderly and disabled.
Benefits $124 minimum; $1,000 maximum
Other Cooling system repair or replacement may be provided under year-round crisis.

Delaware

Program Dates May 1 - August 31
Eligibility / Priority 200% of federal poverty level
Cooling assistance is only provided to the vulnerable population, unless there is sufficient funding to extend the eligibility for the assistance to other portions of the population.The Summer Cooling Assistance Program has two components: assistance with summer home energy bills and/or paying for the purchase, delivery and installation of room-sized air conditioners (AC), if the applicant has not received an AC during the last 10 years.
Application/Intake Apply directly to nonprofit or community action agency.
Benefits Help will include utility bill payment assistance (up to $1,000) and, in some cases, window unit air conditioners.

District of Columbia

Benefits $250 minimum; $1,500 maximum
Other Subject to available funding, box fans are provided to households with inoperable air conditioning, when a member of the household is over the age of 55 or under the age of five.

Florida

Program Dates April 1 - September 30
Eligibility/Priority 150% of federal poverty level. Senior priority is a local agency decision.
Application/Intake Applications are accepted typically anytime funds are available, year round, but this is a local decision. Some agencies have early applications, first of the month applications, or priority appointment times.
Benefits $150 minimum; $475 maximum. Additional benefit is provided if at least one member of the household is elderly, disabled or child 5 and under.
Other Crisis funds may be available for replacements or repairs to cooling equipment.

Indiana

Program Dates June 1 - September 30
Eligibility/Priority 150% of federal poverty level
Application/Intake The Summer Cooling Program is administered by Indiana's network of Community Action Agencies (CAA).
Benefits $75 maximum. If additional funds are available at the end of heating season, clients who applied and received heating assistance automatically receive cooling assistance. Any additional funds will be available for new applicants. Air conditioners are provided for medical reasons with a signed affidavit.

Louisiana

Program Dates April 1 - September 30
Eligibility/Priority 60% of state median income. Eligibility priority for households with elderly, disabled, or young children.
Application/Intake Provide intake service through home visits or by telephone for elderly and disabled.
Benefits $150 minimum, $600 maximum. Households with a member 60 years or older, disabled or 5 years or younger may receive an additional $100.

Mississippi

Program Dates May 1 - September 30
Eligibility/Priority 60% of state median income. Eligibility priority is given to seniors.
Application/Intake All eighty-two counties across the state are serviced by qualified Case Manager/Case Workers that provide outreach and intake services.
Benefits $1 minimum; $1,500 maximum
Other Fans, air conditioners, cooling systems and other cooling, energy-related services may be provided depending on needs, case management result and client complying fully with the established case plan.

Nebraska

Program Dates June 1 - August 31
Eligibility/Priority 130% of federal poverty level. Elderly, disabled, and young (age 5 and under and be ADC eligible) as "vulnerable population" and may receive a cooling payment if income eligibility is met. Medical necessity must be provided if there are no household members that are age 70 or older.
Application/Intake State Administration Agency handles all low-income programs and only one application is needed for all the programs. If an application is on file and is current, then a new application is not needed.
Benefits $325 minimum, $900 maximum
Other Fans are an outreach program through the Nebrasaka Community Action Partners. This is included in the states end of year cooling dollars expended.

Nevada

Program Dates Year-round
Eligibility/Priority 150% of federal poverty level.
Application/Intake Prior recipient households consisting of elderly and/or disabled members will be mailed a simplified re-determination application at least 30 days preceding the date they may be eligible for a current year benefit. Applications received by households consisting of elderly, disabled, and/or have a child under 6 years of age are will be processed within 30 days (rather than 60 days) of receipt.
Benefits $180 minimum; $1,496 maximum; A flat $50 increase to the cap benefit will apply to households with an elderly, disabled, and/or have a child less than 6 years of age member and should be processed within 30 days of receipt of the application.

New Jersey

Program Dates October 1 - April 30
Eligibility/Priority 200% of federal poverty level. Cooling assistance is available to households in which at least one member has a medical condition which requires cooling.
Benefits Flat benefit of $200

New Mexico

Program Dates Year-round
Eligibility/Priority 150% of federal poverty level
Benefits $70 minimum, $490 maximum.

New York

Program Dates May 2 - August 31
Eligibility/Priority 60% state median income; 150% federal poverty level for household size over 10. All applicants must have a medical need, which is exacerbated by heat and verified in writing by a physician, physician's assistant or nurse practitioner and do not have a working air conditioner that is newer than five years. Applicants are only eligible for a Cooling Assistance benefit once every ten years.
Application/Intake Those who want to see if they qualify can visit www.mybenefits.ny.gov. Call the NYS HEAP Hotline at 1-800-342-3009 for more information. Apply at local social service office.
Benefits $800 maximum for air conditioner. Applicants are only eligible for a Cooling Assistance benefit once every ten years.

North Dakota

Program Dates The state LIHEAP does not routinely include a cooling program but reserves the option to implement a temporary cooling program in the event of unusual cooling needs due to weather aberrations, contingent upon available funding

Benefits $800 maximum. Cooling component will allow for the purchase and installation of approved cooling devices for households with an elderly member or households who can document a medical. The documentation of medical need will require a signed statement from a physician, physician's assistant, nurse practitioner, or public health nurse that identifies the member of the household who needs a cooled living space, the nature of the medical condition and why cooling of the living space is needed.

Oklahoma

South Carolina

Eligibility/Priority 150% of federal poverty level. Eligibility priority given to households with a senior or disabled member or child under 5 years.
Application/Intake Early application for seniors and disabled. Provide intake service through home visits or by telephone for the physically infirm (i.e. elderly or handicapped).
Benefits $225 minimum, $500 maximum, $1,000 maximum for cooling equipment repair or replacement.

Tennessee

Program Dates Year-round
Eligibility/Priority 150% of federal poverty level. Priority in assistance is based on a point system. Priority points for seniors, disabled, child under 6 and military veterans.
Application/Intake Community Action Agencies. May provide intake service through home visits or by telephone if needed.
Benefits $150 minimum, $600 maximum

Texas

Program Dates January 1 - September 30
Eligibility/Priority 150% of federal poverty level or 60% of state median income
Application/Intake Applications are accepted at local non-profits. Priority must be given to elderly, disabled, households with young children, and households with high energy burden and high energy consumption.
Benefits $1 minimum; $1,200 maximum. Under energy crisis, a household may receive repair of existing cooling units not to exceed $3,000. Households that include at least one vulnerable member may receive either repair of existing cooling units or crisis-related purchase of portable units not to exceed $3,000.

Virginia

Program Dates June 15 - August 15
Eligibility/Priority 130% of federal poverty level. Household must contain at least one individual who is age 60 or over, disabled, or under the age of 6.
Application/Intake Cooling is administered through local non-profits in coordination with other social service organizations such as area agencies on aging.
Benefits $50 minimum; $550 maximum.
