PA PUC Eliminates Utility’s Assistance Program Enrollment Limits

September 11, 2015—The Pennsylvania Public Utility Commission (PUC) voted unanimously this week to remove an enrollment ceiling on the Customer Assistance Program (CAP) of UGI Utilities, Inc. Low-income customers who enroll in the CAP make monthly payments to the utility based on household size and total gross income. This program helps UGI fulfill the PUC's requirement that all regulated natural gas and electric utility companies offer programs and protections to help low-income customers.

D.C. Public Service Commission Rejects Exelon, Pepco Merger

August 28, 2015—The D.C. Public Service Commission was the last hurdle for the $6.8 billion takeover of Pepco Holdings by Chicago-based Exelon Corporation. The merger had already been approved by the Federal Energy Regulatory Commission, the U.S. Department of Justice, and the states of Maryland, Delaware, and New Jersey. The D.C. Commission was the final entity to take up the proposed merger.

Wyoming Offers LIHEAP Outreach Through Public Webinars

August 20, 2015—Outreach is an important aspect of administering LIHEAP, both at the state and local level. Effective outreach means the most in-need households, or those the state has prioritized such as elderly or disabled, are made aware of the program as well as of other energy-related programs for which they may be eligible. Effective outreach can also streamline the application process.

WV DHHS Announces Supplemental LIHEAP Payment

August 7, 2015—Early this week the West Virginia Department of Health and Human Services (DHHS) announced its decision to release additional supplemental funds to all those who received LIHEAP payments this year. The additional $50 supplement, to be released by the end of this month, will be applied to each recipient's home heating account in an effort to help mitigate the increase in home heating costs after the harsh winter.

MPSC Adopts New Funding Factor for LIEAF

July 24, 2015—The Michigan Public Service Commission (MPSC) announced recently that it will be adopting a new funding factor for the Low Income Energy Assistance Fund (LIEAF). Based on the number of meters provided by participating utilities, MPSC will raise the funding factor from the current $0.97 per meter per month to $0.98 per meter per month. The new rate will start in September and run until the end of August 2016.

LIHEAP Crisis Assistance Available for Eligible Texans

February 26, 2021 – With the recent power outages following severe winter conditions in Texas, many utility customers have found themselves in need of assistance with their bills. Crisis assistance is one type of assistance that applicants may be eligible to receive.

To be eligible for LIHEAP crisis benefits, an applicant must fit that state’s defined definitions for what constitutes a crisis or life-threatening emergency. These definitions vary from grantee to grantee. In Texas, a crisis is defined as:

“..persons who have already lost service or are in immediate danger of losing service only under one of the following conditions, as defined in 10 TAC §6.301 (relating to Background and Definitions): (1) Extreme Weather Conditions, with assistance provided within 48 hours; (2) Disaster, with assistance provided within 48 hours; or (3) Life Threatening Crisis, with assistance provided within 18 hours.”
