NOTE: The LIHEAP statute authorizes states to provide assistance to low-income households in meeting their home energy costs, intervene in energy crisis situations, and provide low-cost residential weatherization and other cost-effective energy-related home repair (up to 15 percent or 25 percent of the grant if a waiver is approved); it also allows states to spend no more than 10 percent of their grant for administrative purposes.

LIHEAP HEATING ELIGIBILITY ASSISTANCE: ASSETS TEST 2022

NOTE: In addition to income, states may look at an applicant households' assets in determining financial eligibility for LIHEAP. The chart below lists eleven states that are currently using an assets test. Among the states, allowable assets range from a high of $25,000 to a low of $2,000. Several states allow higher assets for households with elderly members. States also have different definitions of assets. 2022 State's Use of Assurance 16

Note: In 1994, a new provision, Assurance 16, was added to the Low-Income Home Energy Assistance Program statute. It provides LIHEAP grantees the option of spending no more than five percent of their LIHEAP funds on services that encourage and enable households to reduce their home energy needs and thereby the need for energy assistance, including needs assessment, counseling, and assistance with energy vendors.

LIHEAP Crisis Assistance Available for Eligible Texans

February 26, 2021 – With the recent power outages following severe winter conditions in Texas, many utility customers have found themselves in need of assistance with their bills. Crisis assistance is one type of LIHEAP assistance that applicants may be eligible to receive.

To be eligible for LIHEAP crisis benefits, an applicant must fit that state’s defined definitions for what constitutes a crisis or life-threatening emergency. These definitions vary from grantee to grantee. In Texas, a crisis is defined as:
