Vermont State Funds

  • State general assistance funds for energy emergencies. Assistance may pay for fuel, utilities, deposits, furnace repair or other charges.
  • Weatherization Trust Fund, established in 1990, is funded by a 0.5 percent gross receipts tax on regulated utilties and all fuels except wood. Reauthorization in 1996 contained provisions for LIHEAP to borrow money from the trust fund and other state sources if federal LIHEAP funds don't provide at least $5 million for Vermont. The state legislature designated almost $2.7 million from the fund in 2010 to energy vendors who operate qualifying energy conservation programs for the low income.
