FY 2024

LIHEAP

On October 23, 2023, the Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $3.6 billion of Federal Fiscal Year (FY) 2024 regular block grant funding provided under the Continuing Appropriations Act, 2024 and Other Extensions Act (CR) (Public Law 118-15), which the President signed into law on September 30, 2023. This funding release also includes $100 million for FY 2024 from the Bipartisan Infrastructure Investment and Jobs Appropriations Act (IIJA), (Public Law 117-58). This first release constitutes 90 percent of the funding available under the CR.

FY 2023

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $3.4 billion of Federal Fiscal Year (FY) 2023 regular block grant funding and $1 billion in supplemental funding to LIHEAP grantees on November 3, 2022. This funding is provided under the Continuing Appropriations Act (CR), 2023 (Public Law 117-180), which the President signed into law on September 30, 2022 and also includes $100 million from the Bipartisan Infrastructure Investment and Jobs Appropriations Act (IIJA, (Public Law 117-58). A second release of $1 billion was announced February 22, 2023. The second release of funding is provided under Consolidated Appropriations Act, 2023 (Public Law 117-328), which provided the final budget for FY 2023 and which the President signed into law on December 29, 2022. A Third announcement was made on March 16, 2023 that contained a third release of over $560 million in funding for FY 2023 appropriated under the aforementioned Consolidated Appropriations Act, 2023 (Public Law 117-328). According to the third release, Congress appropriated funds in two allocations until this act. The first allocation consisted of $4 billion of the regular block grant funds, which included $2.5 billion from the Disaster Relief Appropriation Act of 2023. The second appropriation under  that act also consisted of $1 billion in supplemental disaster funds mentioned below. A fourth and final release of $15 million was announced on August 9, 2023. As of that date, 100 percent of available LIHEAP funds have been allocated for FY 2023.

On 11/4/2022, two additional supplemental funds were released for FFY 2023—$100 million from the Infrastructure Investment and Jobs Act (Public Law 117-58) and $1 billion in supplemental funds from the Continuing Appropriations Act (Continuing Resolution), 2023 (Public Law 117-180).

Summary of FY 2023 Sources of Funding:

  • $1.5 billion of regular block grant funding from the final appropriation (grant number ending in “LIEA”; CAN:  G992201);
  • $2.5 billion of disaster funding that is being treated as regular funding under the final appropriation (grant number ending in “LIEA”; CAN:  G993134);
  • $1 billion of supplemental funding from the Continuing Resolution (grant number ending in “LIEE”; CAN:  G991606);
  • The $100 million of Infrastructure supplemental funding (grant number ending in “LIEI”; CAN:  G992605); and,
  • $1 billion in disaster supplemental funding from the final appropriation (grant number ending in “LIEE”; CAN:  G993135);

FY 2022

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $3.37 billion of Federal Fiscal Year (FY) 2022 regular block grant funding to LIHEAP grantees on November 1, 2021. This funding is provided under the Extending Government Funding and Delivering Emergency Assistance Act (Public Law 117-43), which the President signed into law on September 30, 2021. This release reflects 90 percent of the total amount of funds available under the legislation to recipients at the beginning of the program year. A second non-supplemental release of over $385 million was announced April 21,2022. The funds for the second release were appropriated under the Consolidated Appropriations Act, 2022 (Public Law 117-103), which provided the final budget for FFY 2022 and which the President signed into law on March 15, 2022. On August 15, 2022, a third and final non-supplemental funding release of $38 million was announced.

FY 2021

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $3.36 billion of Federal Fiscal Year (FY) 2021 regular block grant funding to LIHEAP grantees on November 5, 2020. This funding is provided under the Continuing Appropriations Act 2021, and Other Extenders Act of 2019, ("Continuing Resolution"), Public Law 116-59, which the President signed into law on October 1, 2020. A second release of $346 million was announced February 26, 2021. The second release of funding is provided under Consolidated Appropriations Act, 2021 (Public Law 116-260), which provided the final budget for FY 2021 and which the President signed into law on December 27, 2020.

On May 4, 2021 an additional $4.5 billion in supplemental funding was released for FFY 2021 under the American Rescue Plan Act (ARP) of 2021 (Public Law 117-2), which the President signed into law on March 11, 2021. This act provided $4.5 billion “for additional funding to provide payments” for LIHEAP.

FY 2020

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $3.32 billion of Federal Fiscal Year (FY) 2020 regular block grant funding to LIHEAP grantees on November 1, 2019. This funding is provided under the Continuing Appropriations Resolution 2020, and Health Extenders Act of 2019, ("Continuing Resolution"), Public Law 116-59, which the President signed into law on September 27, 2019. A second release of $381 million was announced February 27, 2020. A third and final round of funding was released April 3, 2020. As of April 3,2020, OCS has allocated 100 percent of the LIHEAP funding available to grantees for FY 2020. Congress appropriated these funds under the Further Consolidated Appropriations Act, 2020 (Public Law 116-94), which provided the final budget for FY 2020 and which the President signed into law on December 20, 2019. This legislation provides for a total funding amount of approximately $3.74 billion and a change to the funding formula methodology.

This change added an additional hold-harmless provision that called for HHS to do the following:

  1. Hold the net allocations of all states' and territories' at no less than 97% of the amounts that they received for FFY 2019; and
  2. Ratably reduce the states' and territories' that would get more than 100 percent of their 2019 awards in order to ensure the 97 percent floor is met for all states and territories.

On May 8, 2020 $900 million in supplemental funding was released to help “prevent, prepare for, or respond to” home energy needs surrounding the national emergency created by the Coronavirus Disease 2019 (COVID-19). Congress appropriated these funds under the Coronavirus Aid, Relief, and Economic Security (CARES) Act (Public Law 116-136), which the President signed into law on March 27, 2020. OCS has awarded 100% of the LIHEAP funding available to grantees under the CARES Act. All 50 states, the District of Columbia, five U.S territories, and almost all Native American tribes and tribal organizations that are current LIHEAP grantees received a supplemental award.

FY 2019

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $3.65 billion of Federal Fiscal Year (FY) 2019 regular block grant funding to LIHEAP grantees on October 26, 2018. This funding is provided under the Continuing Appropriations Resolution 2019, Public Law 115-245, which the President signed into law on September 28, 2017 and which is effective until September 30, 2019.

FY 2018

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $3.03 billion of Federal Fiscal Year (FY) 2018 regular block grant funding to LIHEAP grantees on October 20, 2017. This funding is provided under the Continuing Appropriations Resolution 2018, Public Law 115-56, which the President signed into law on September 8, 2017. A second and final release of $609 million was announced April 23, 2018. The final release of funding is provided under Consolidated Appropriations Act, 2018 (Public Law 115-141), which provided the final budget for FY 2018 and which the President signed into law on March 23, 2018. The legislation provides for a total funding amount of $3.64 billion for FY2018.

FY 2017

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $3.09 billion of Federal Fiscal Year (FY) 2017 regular block grant funding to LIHEAP grantees on October 25, 2016. This funding is provided under the Continuing Appropriations Resolution 2017, Public Law 114-223, which the President signed into law on September 29, 2016. A second and final release of $3.39 million was announced June 12, 2017. The final release of funding is provided under Consolidated Appropriations Act, 2017 (Public Law 115-31), which provided the final budget for FY 2017 and which the President signed into law on May 5, 2017. The legislation provides for a total funding amount of $3.39 billion for FY2017.

The Weatherization Assistance Program is funded at $224 million for FY 2017, with $3 million of the total for training and technical assistance.

FY 2016

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $3.017 billion of Federal Fiscal Year (FY) 2016 regular block grant funding to LIHEAP grantees on October 23, 2015. This funding is provided under the Continuing Appropriations Resolution 2016, Public Law 114-53, which the President signed into law on September 30, 2015. An additional $335.5 million was released April 1, 2016. On September 16, 2016, OCS announced a final release of $14.4 million, which brings the total LIHEAP funding for FFY 2016 to just under $3.37 billion for all state, territory and tribe/tribal organization grantees. The funding was provided under the Continuing Appropriations Resolution 2016, Public Law 114-113, which the President signed into law on December 18, 2015. HHS released all but for $19,473,000 of funding available to grantees for FY 2016 and has transferred it for other purposes.

FY 2015

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $3.05 billion of Federal Fiscal Year (FY) 2015 regular block grant funding to LIHEAP grantees on October 16, 2014. An additional $300 million was released on January 21, 2015. This funding is provided under the Continuing Appropriations Resolution 2015, Public Law 113-164, which the President signed into law on September 19, 2014. On June 4, 2015, HHS released $33.9 million which is the final remaining funding amount available to for LIHEAP to all LIHEAP grantees with complete plans for federal Fiscal Year 2015. HHS has allocated a total of $3.39 billion to states, territories and Native American tribes/tribal organization grantees for FY 2015.

FY 2014

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA) released approximately $2.9 billion of Federal Fiscal Year (FY) 2014 regular block grant funding to LIHEAP grantees. This funding is provided under the Continuing Appropriations Act, 2014 (P.L. 113-46) and represents roughly 90 percent of the regular block grant funding provided in FY 2013. January 30, 2014, OCS/DEA released an additional $452 million to states, tribes and territories bringing the total amount released in FY 2014 to almost $3.4 billion.

FY 2013

LIHEAP

The U.S. Department of Health and Human Services (HHS) released $3.068 billion of FY 2013 regular block grant funding to LIHEAP grantees. Tribes will receive about $35 million of the released funds and $4.2 million will be available to territories. This funding was provided under the Continuing Appropriations Act or CR and represents about 90 percent of the regular block grant funding provided in FY 2012. View a table detailing the allocations to grantees made by this release. On June 5, HHS announced the release of about $187.371 million in LIHEAP funding. This release brings LIHEAP funding for this fiscal year to $3,255,435,546 and reflects both the final enacted appropriation and sequestration.
